Travelling to Shusha and Lachin

As of October 2026, Shusha and Lachin can be visited by both Azerbaijani citizens and foreign tourists, but entry to the liberated territories still requires a permit that is checked at police posts. There are three ways to get one: (1) an independent trip by car – register the vehicle (category B, Azerbaijani plates, up to 9 people including the driver) and passengers' passport details on the official portal yolumuzqarabaga.az at least 2 days before travel. The permit is valid for 5 days, and you must use the designated route (to Shusha via the Victory Road and the Alkhanli checkpoint in Fuzuli). (2) A confirmed booking at a hotel in the territories (e.g. in Shusha or Lachin) generates the permit automatically. (3) An organised group tour or a 'Great Return' bus or train ticket bought via the portal or biletim.az, which also includes the permit. Foreigners on a visit of up to 90 days and residence-permit holders are eligible (since 23 July 2025). Because of the landmine risk, never leave the designated roads or marked areas.
